Main content: The Circular allows foreign-funded production enterprises to engage in export of purchased goods that are not subject to quota or licensing control and that are not their main line of products, and to bid for export quota for their self-produced products provided that such enterprises fulfil the required criteria, for instance, having exports valued at at least US$10 million (Item One). The Circular also allows foreign-funded investment companies whose parent companies are production conglomerates to import ancillary system integration products or products for trial sale (Item Two). Research and development centres with foreign investment are also allowed to import a small amount of high and new technology products produced by their parent companies for trial sale (Item Three).
