Main contents: The Reply states that the issue of Renminbi loans to domestic organizations by approved wholly foreign-owned banks in China is not considered as foreign debts of domestic organizations and thus security provided for such loans is not considered as security to foreign entities. Such loans do not require approval or foreign debt registration.
