General Administration of Customs and Ministry of Foreign Trade and Economic Cooperation, Several Questions on Supporting the Development of High and New Technology Industries Circular

Main contents: According to the Circular, if an enterprise is conducting high and new technology production in the PRC, its products are listed by the Ministry of Science and Technology and the Ministry of Foreign Trade and Economic Cooperation in the Export of High and New Technology Products State Catalogue, and its annual export value exceeds US$100 million, regardless of its ownership structure, it may apply to a local customs office for various streamlined customs clearance measures (Section One). These measures include advance customs declaration, online customs declaration, expedited customs transfer, off-site release, expedited customs clearance and bonded release (Section Two). If the enterprise engages in processing trade, it may also apply to customs for online customs administration, which will exempt it from opening a security deposit account, case-by-case examination and approval of its import contracts and the customs register of its imports (Section Three). If the enterprise's application for any of these measures is approved, it shall enter into a Guarantee for Obligations in Express Customs Clearance in favour of the relevant customs, which shall be filed with the customs offices throughout the country (Section Five).
