Main contents: The Circular clarifies that the scope of business of encouraged projects that do not require overall balancing by the State must be in conformity with the encouraged category of the Foreign Investment Industrial Guidance Catalogue and with the Guiding Foreign Investment in the Dominant Industries of the Central and Western Regions Catalogue in order to be eligible for provincial approval. The Circular also explains how record filing with the Ministry of Foreign Trade and Economic Cooperation by the provincial authorities should be properly carried out.
