Main contents: The Opinion provides that all construction enterprises that carry out civil engineering works, construction, wiring and piping equipment installation and fitting out projects in the PRC shall have their qualifications determined pursuant to the new qualification standards (Section One). These enterprises include foreign investment enterprises that have obtained qualification certificates in accordance with the Establishment of Construction Enterprises with Foreign Investment Several Provisions (Section One (4)). Each enterprise may apply for determination only once and determination shall be based on the actual qualification of the applicant (Section Two). The process of the determination shall start on 1 July 2001 and end on 30 June 2002 (Section Three). New qualification certificates will be issued to the applicants on the basis of the newly determined qualifications and the existing qualification certificates will become invalid on 1 July 2002 (Section Four).
