Main contents: According to the Opinion, no qualification certificate shall be issued to any public institution, or any enterprise whose main line of business is surveying, design, commerce or real property (Item 2). A construction enterprise may apply for more than one type of qualification, but it must have only one type of main qualification, which must be of a class no lower than any other type of qualification the enterprise may have (Item 6). If a construction enterprise applies for more than one type of qualification, it must meet the highest capital and net asset requirements for each of the qualifications concerned (Item 8). When a construction enterprise with a turn-key contractor qualification tenders or contracts for a specialized project from another enterprise, it must first obtain the related specialized qualifications (Item 7). If an application for a super-class or first-class turn-key contractor qualification or first-class specialized contractor qualification involves qualifications in the industries of railways, transportation, water resources, the information industry and civil aviation, it shall be sent to the relevant departments under the State Council for preliminary examination (Item 23). The Opinion specifies the types of qualifications in respect of railways, transportation, water resources, the information industry and civil aviation (Section Ten). The Opinion also sets out detailed provisions with regard to annual review of construction enterprise qualifications (Section Six).
