Main contents: A commodity residential development project must pass specialized inspections, a project-completion inspection, and a comprehensive final inspection (Article 3). The Municipal Administrative Department in Charge of Construction is responsible for the comprehensive inspection of projects larger than 50,000 square metres and all levels of model construction projects, while the district department handles smaller projects (Article 5). Public security, planning, fire, civil air defence and other administrative departments perform the various specialized inspections (Article 6), which must conclude within 10 to 15 days of project submission (Article 7). Upon completion of a project, the developer submits the specialized inspection certificates, along with other supporting documents, to the municipal or district department (Article 8). The department assigns a quality-control body to participate in the project-completion inspection with the developer (Article 9). If quality problems exist, the department orders corrective measures that the developer must implement before he can organize another inspection (Article 10). A developer can apply for a comprehensive inspection after having passed the project-completion inspection, the specialized inspections, and any other inspections (Article 11). Obtaining the acceptance certificate for the comprehensive inspection entitles the developer to turn residential property over to customers for use (Article 13).
