Applicability: The sale and the administrative procedures related to the sale of commodity premises or low-income housing on State-owned land in Beijing must conform to the Administration of the Sale of Commodity Premises Procedures and these Provisions (Item 2).

Main contents: For pre-sale of commodity premises, within 60 days of the signing of the external purchase contract by the buyer and seller, both parties must register the contract at the Municipal Administrative Department in Charge of Housing, while the contract for domestic sale or sale of low-income housing must be registered at the District (County) Executive Department for Housing Administration within 30 days (Item 5). The buyer and the property management enterprise must conclude a management agreement before the buyer takes control of the property (Item 6). Before the buyer takes control of a property, the Survey and Mapping Department of the Bureau of Real Property, or any other qualified survey unit, can be asked to perform a survey (Item 7). Article 5 of the Strengthening the Administration of Domestic and External Sales of Completed Commodity Premises Circular, which states that "a completed commodity property unit for which a State Leasehold Certificate and Housing Ownership Certificate has not been obtained shall not be placed on the market and the department of trading of real property may not process the commodity premises title transfer procedure" is void (Article 10).
