Main contents: The Measures contain 62 articles in 7 parts, covering the owners, owners assembly and owners committee (Part Two), the property management company (Part Three), maintenance (Part Four), and maintenance fees and the maintenance fund (Part Five). Part Two states that the first meeting of the owners general assembly must be called when more than 50% of the surface area of the property has been distributed, or between 30% and 50% of the surface area has been distributed for more than a year (Article 7). When owners number three hundred or more, they will elect representatives to an owner representatives general assembly (Article 9). Part Three states that the developer or the owners committee must invite tenders from property management companies (Article 23). Part Four states that upon the sale of a property, the purchaser and the developer or the property management company must sign a "Preliminary Property Management Contract" which, in the event of the transfer of the property, remains binding on the lessees and transferees (Article 31). On the establishment of the owners committee, the contract signed between the developer and a property management company is void (Article 33). Part Five states that management fees will be set according to the government guideline prices and market prices (Article 41). The portion of collected management fees designated as compensation to the property management company shall not exceed 10% of the audited management costs (Article 44). Prior to using the property maintenance fund, the property management company will inform the owners of maintenance cost items and report to the administrative department in charge of real property (Article 51).
