Applicability: These Measures apply to all industrial and civil building and municipal infrastructure projects in Guangdong Province, including expansion or renovation projects (Article 3).
Main contents: The Measures state that the administrative department in charge of construction entrusts construction safety supervisory organizations to handle specific safety assessment work (Article 4). According to the Measures, a builder shall be granted a work permit only if it passes the safety information examination conducted by the construction safety supervisory organization (Article 5). During the construction period, safety assessments will be carried out in five phases, including a work preparation assessment, target achievement assessment, structural work assessment, fitting-out work assessment and completion assessment (Article 7). A Construction Work Safety Assessment is issued on the basis of the results of all assessments (Article 9). Assessment scores will determine the completion grade of the project; repeated failure to pass safety assessments may result in an unacceptable completion grade (Article 10). A builder that has been given an unacceptable completion grade for one project in a year will not be allowed to contract for projects across regions for one year (Article 18). If it has been given such a grade for three or more projects or for three or more times in a year, it will not be able to pass the annual qualification review (Article 20).
