Main contents: The Circular states that public hearings of labour dispute cases are an effective way to strengthen transparency and fairness (Item One). Therefore local arbitration commissions shall standardize their hearing processes and conduct public hearings on all labour dispute cases save those involving State secrets, corporate secrets or privacy of the parties (Item Two). Moreover, local arbitration commissions shall maximize the educational effect of such hearings through well organized attendance of the public in the hearings (Item Three).
