Main contents: The Circular states that public hearings of labour dispute cases are an effective way to strengthen transparency and fairness (Item One). Therefore local arbitration commissions shall standardize their hearing processes and conduct public hearings on all labour dispute cases save those involving State secrets, corporate secrets or privacy of the parties (Item Two). Moreover, local arbitration commissions shall maximize the educational effect of such hearings through well organized attendance of the public in the hearings (Item Three). A full text of the Beijing Municipality, Public Hearings in Arbitration of Labour Disputes Implementing Procedures is attached to the Circular, which set out in detail the standard procedures for conducting a public hearing. This process typically involves a preparation stage, a hearing stage, an argument stage, and a mediation and award stage.
