Main contents: Article 4 stipulates that residential property developers will price commodity residential property in accordance to the Procedures and that the municipal price bureau has the right to make random inspections. Prices for commodity residential properties may include specified development costs, periodic costs, taxes, and profit (Article 7). Costs that cannot be included are fund-raising costs, various kinds of compensation, damages for breach of contract, idle-land costs, construction costs for units intended for the developer's use or for operational purposes (Article 8). Residential property developers must obtain a fee collection supervision card from the district or county price bureau (Article 12).
