Applicability: The Procedures apply to medical research projects the proposals for which were approved by the Beijing Science and Technology Commission
Main contents: The Beijing Science and Technology Commission formulates the Beijing Guide to Reporting Medical Research Projects and major research directions and project subjects (Article 6). Projects recognized by the commission as key will be put out to tender (Article 7). Applicants are required to submit a Beijing Municipality Medical Research Project Application. If the applicant is an individual, he must hold a professional post higher than middle level or have a Master¡¯s or higher degree (Article 8). Application is based on recommendation, suitable recommenders being the applicant¡¯s work unit, or the monitoring government authority, or a professional institute, or a total of at least five high-level professionals in the same profession (Article 10). Upon acceptance of the formal application, the Beijing Science and Technology Commission will organize an expert panel to review the application (Article 12). Work units undertaking a project must offer a confidentiality assessment (Article 14). Intellectual property rights of the work units participating in a joint project must be clearly defined (Article 18). Major changes to project organization, such as cost or participating work units, must be approved by the Science and Technology Commission (Article 21).
