Applicability: For the purposes of the Regulations, the High and New Technology Industrial Park of Shenzhen Special Economic Zone (the Park) is the industrial area established in Shenzhen Bay and other economic areas so demarcated by Shenzhen City People's Government with the approval of the State Council and for development of high and new technology industries (Article 2). The Regulations apply to all organizations and individuals in the Park and the activities related to the Regulations in the Park engaged in by entities and individuals from outside the Park (Article 3).
Main contents: According to the Regulations, domestic and foreign investors may carry out venture capital investment in the Park and foreign venture capital is particularly welcome (Article 16). The government encourages venture capital investment in startups that have a high technology aspect and promising prospects (Article 19). The Park authority will provide factory buildings to small and medium size enterprises in the Park at near cost (Article 25). To apply for entry to the Park, the applicant must be a high and new technology enterprise or project recognized by the city government department in charge of science and technology or a well-known high technology enterprise (Article 33). If the enterprise ceases to be a high and new technology enterprise or project or otherwise does not meet the other requirements set out the Regulations, it must relocate from the Park (Article 41). The Regulations also provide for various measures to attract talent, such as foreign-educated returnees, to the Park (Articles 8 to 14).
