Effective: as of date of promulgation of the State Council, Encouraging the Development of the Software and Integrated Circuit Industries Several Policies
Applicability: The preferential policies provided under the Opinion are applicable to all software enterprises and integrated circuit enterprises in Beijing regardless of the nature of their ownership (Article 42).

Main contents: The Opinion sets out a framework to support the development of the software industry and the integrated circuit (IC) industry in Beijing. This framework includes procedures to recognize or certify software enterprises and IC enterprises (Articles 2 and 29), municipal government funds to support these industries (Articles 6 and 31), and preferential tax policies towards the enterprises in these industries, including foreign investment enterprises (Articles 9, 10 and 36). The Opinion encourages foreign nationals to establish software enterprises in Beijing (Article 20). The Opinion also encourages enterprises from outside Beijing and foreign enterprises to establish IC plants in Beijing (Article 26).
