Issued: March 19 2001
Effective: April 1 2001
Interpreting authority: Beijing Municipal Labour and Social Security Bureau

Main contents: According to the Measures, the Beijing Municipality, Basic Medical Insurance Provisions (the Provisions) are applicable to enterprises with foreign, Hong Kong, Macao or Taiwan investment, and the Chinese employees of such enterprises (Items One and Two). For an employee who has been dispatched to work abroad, his/her insurance premiums during the first year shall be based on his/her average monthly salary for the year before he/she was dispatched abroad; in later years, the premiums shall be adjusted according to the average premium growth rate of the work unit that dispatched him/her abroad (Item Four). For those who entered into the labour force before April 1 2001 and retire after March 31 2001, required premium paying years are 25 for men and 20 for women; but they have the option to make a lump sum payment to make up for the shortfall should they retire before they meet the requirement of premium paying years and still want to be covered by the insurance (Item Six). Those who enter into the labour force after March 31 2001 do not have this latter option (Item Eight). The Measures also address many other specific questions in implementing the Provisions.
