Applicability: The Measures apply to the registration of all enterprises, including branches of foreign companies, in Zhongguancun Science and Technology Park (Articles 2 and 25).
Main contents: Under the Measures, the administration for industry and commerce no longer examines and approves the project to be operated by an applicant for registration (Article 4). When an application is made to establish an enterprise, the administration for industry and commerce will state in the column for "business scope" on the business licence that business prohibited by laws or regulations may not be engaged in; business requiring examination and approval may not be engaged in prior to granting of approval; in the case of business that is not subject to examination and approval as provided in laws or regulations an enterprise may freely choose the project(s) to operate and commence business activities (Article 8). The administration for industry and commerce is required to notify the applicant what businesses are subject to pre-registration examination or post-registration examination by relevant administrative departments (Article 10). Where high and new technology is contributed as capital, no limit shall be set with regard to the proportion of total registered capital or equity interest that may be accounted for by such technology (Article 13). Venture capital firms registered in Zhongguancun may invest all of their net assets (Article 19). Where a foreign company applies to register or cancel the registration of a branch in Zhongguancun, it shall obtain the approval of the relevant examination and approval authority (Articles 30 and 35).
