Main Contents: Part One of the Measures states that State Bureau of Quality and Technical Supervision will issue a list of product classifications that are eligible for exemption. The provincial counterparts are responsible for introducing application and inspection Measures. The provincial department may not charge an enterprise any fees for submitting an application (Article 5). Part Two lists the conditions that a product must meet in order to be eligible for the exemption. These include a history of stable quality, a leading position in the market, high profitability compared to the competitors, and three successful inspections by provincial or national quality-inspection authorities. Applications for exemption are submitted to the department of quality and technical supervision of the relevant province (Article 7). Successful applicants receive a Certificate of Exemption issued by State Bureau of Quality and Technical Supervision (Article 9). The enterprise may elect to affix the official seal of exemption to the exempted product or its packaging (Article 10). The period of exemption is three years. Part Three states that the enterprise must strengthen quality control (Article 11) and must report to the provincial department of quality and technical supervision and its national counterpart annually (Article 12).
