Applicability: These Measures apply to registration of all motor vehicles in the PRC other than those of the military and the armed police (Article 2).

Main contents:
The Measures have 83 articles in 14 parts, detailing the requirements regarding the registration of motor vehicles in the PRC. The Measures provide that to register a motor vehicle, its owner shall provide, among other things, the documents evidencing the source of the vehicle and the tax and duty payment or exemption (Article 10). Normally it is the purchase invoice, but where the title of the vehicle is obtained through donation, inheritance, judgment or arbitration or in asset reorganization, it is the relevant legal document, court document, arbitration award, or approval document from a relevant authority (Article 82). A motor vehicle with a right-hand drive or re-modelled from a right-hand drive vehicle may not be registered (Article 13). Motor vehicles entering the PRC temporarily are required to apply for temporary registration at the point of entry pursuant to the Administration of the Temporary Entry of Motor Vehicles and Drivers Measures (Article 43).
