Main contents: The Standards state that the setting of special project design qualifications shall be proposed by the administrative authority of a related industry or an authorized industry association and approved by the Ministry of Construction (Part One, Section Three). Classification of such qualifications shall be determined in accordance with development in the specific specialized area (Part One, Section Four). The Standards set out the criteria for Class A and Class B qualifications. These criteria include service record, professional reputation, technical staff, technical level, technical equipment and facilities, management performance and business performance (Part Two). The Standards also provide that an entity with Class A qualifications may contract for the design of any large, medium or small projects without territorial limitation and that an entity with Class B qualification may contract for medium or small projects without territorial limitation (Part Three).
