Interpreting authority: Ministry of Construction
Applicability: The scope of project design includes the main work, the necessary supporting works and the related technical process, civil engineering work, construction, environmental protection, safety, health, and energy conservation matters of a construction project within a particular industry (Part One, Section Two).
Main contents: The Standards divide design qualifications into Class A, Class B and Class C qualifications. Class C entities include certain non-legal person design work units (Part One, Section Four). The Standards set out the criteria for each class. These criteria include service record, professional reputation, technical staff, technical level, technical equipment and facilities, management performance and business performance (Part Two). The Standards also stipulate the types of projects that can be contracted by entities holding different classes of qualifications (Part Three).
