Applicability: The Measures are applicable to the survey and mapping of real property in the PRC and its administration (Article 2).

Main contents:
According to the Measures, when the ownership of a building property is registered for the first time, or when the natural condition of a building property has changed, or when the owner of or other party with an interest in a building property requests the applicant for ownership, the owner or other party with an interest in the building shall employ a real property survey and mapping institution to carry out a survey of and map the building (Article 6). A building property survey and mapping institution shall obtain a Survey and Mapping Qualifications Certificate from a provincial survey and mapping department (Article 12). Survey and mapping qualifications are graded into Class A, Class B and other lower classes and all qualified institutions are announced to the public (Article 14). Where a relevant party is not satisfied with the results of a building property survey and mapping, the party may appoint a State-designated appraiser to appraise the results (Article 17). Provincial real property departments and survey and mapping departments may formulate implementing rules for these Measures (Article 24).
