Main contents: The Rules state that as of the effective date thereof, all audio and/or video products must carry bar codes (Article 10). These bar codes shall be printed in a prominent place on the back of the jackets of such products (Article 9). A publisher upon receipt of a publication number shall apply to the State Press and Publication Administration for such bar codes and their film masters (Article 8). Audio and/or video product bar codes have 13 digits, comprising a publication prefix (three digits), a publisher prefix (six digits), a publication serial number (three digits) and a check number (one digit) (Article 2). The State Press and Publication Administration allocates publisher prefixes and issues Publisher Prefix Certificates (Article 3).
