Applicability: Mechanical and electrical products for export listed in the Catalogue of Entering and Departing Commodities Subject to Inspection and Quarantine by Entry and Exit Inspection and Quarantine Institutions and other projects for the export of mechanical and electrical products subject to inspection by inspection and quarantine institutions may be given classification-based inspection on application by their manufacturers (Section One).
Main contents: According to the Requirements, there are three classes of inspection of mechanical and electrical products. The classification is based, among other things, on the track records of the products and their manufacturers in past inspections (Section Three). Products subject to Class One inspection are batch-inspected at a sampling rate of 10-30% each year, those subject to Class Two inspection are batch-inspected at a sampling rate of 40-70% each year, and those subject to Class Three inspection have, in principle, each batch inspected (Section Five). However, according to the Requirements, where the law, regulations, contract or letter of credit requires inspection of each batch, each batch shall be inspected regardless of the classification, and consecutive failures to pass sample inspection may lead to a downgrade in classification (Section Six). In relation to products subject to Class One or Class Two inspection, the classification is valid for two years and may be extended or upgraded subject to the evaluation of the inspection and quarantine authority (Section Seven).
