Applicability: For the purposes of the Policies, software enterprises and software products are those set up or developed in Shenzhen, and these Policies apply to them regardless of their ownership structures (Article 24).

Main contents: According to the Policies, Shenzhen aims to become a major software industry base in China by 2010 (Article 2). For this purpose, the city will set up special funds for the development of software industry and national class software development parks (Articles 3 and 4). In addition, various preferential tax policies and export facilities are provided to software enterprises (Articles 6, 7, 8, 9, 13 and 14). Under the Policies, it will be easier for software engineers to obtain overseas training and relocate their families to Shenzhen (Article 15 and 18). The Policies also provide specific incentives for government departments to procure domestically developed software products (Article 20).
