Main contents: The Measures provide that an institution conducting science and technology evaluations or the invitation and submission of bids for science and technology projects shall first have its qualifications recognized by the Ministry of Science and Technology if the project is a major State level project or by an industry and local science and technology authority if the project is an industry or local project (Article 5). These qualifications are evidenced by State Science and Technology Evaluation Certificates, Invitation and Submission of Bids for State Science and Technology Projects Certificates, Industry and Local Science and Technology Evaluation Certificates, and Invitation and Submission of Bids for Industry and Local Science and Technology Projects Certificates (Article 14). An institution with industry or local qualifications may operate without industrial or territorial limitations (Article 6). The Measures also specify the Measures for applying for and the recognition of the qualifications (Part Two and Part Three).
