Applicability: For the purposes of the Measures, "science and technology evaluation" means professional consulting and evaluation activities conducted by scientific and reliable methods on the basis of certain principles, Measures and standards in respect of science and technology policies, programs, projects, achievements, institutions, personnel and activities related thereto (Article 2).
Main contents: The Measures provide that in principle, all major science and technology projects that involve government investments and have an effect on public interests shall require evaluation by qualified evaluation institutions (Article 8). Science and technology evaluation institutions shall possess qualification certificates issued by the Ministry of Science and Technology (Article 13). A science and technology evaluation institution can be an internal organization of a legal person entity and the operations of such institution are not geographically limited (Article 16). The basic process of a science and technology evaluation, according to the Measures, involves analysis of the evaluation requirements, conclusion of an evaluation agreement, gathering and analysis of evaluation information and preparation of an evaluation report (Article 21). The Measures also set out the general requirements regarding the contents of an evaluation report (Article 24). The Ministry of Science and Technology will formulate detailed implementation rules for the Measures (Article 37).
