Main contents: The Opinion provides specific operational rules for establishing unemployment insurance coverage for every eligible person in Beijing. For instance, subject to certain conditions, employment period prior to October 31 1999 shall be deemed premium paying period (Sections One, Two, Four and Seven). Beginning from 2001, employers are expected to pay unemployment insurance premiums according to the standards set out in this Opinion (Section Eight). The Opinion also provides that if an unemployed person loses entitlement to unemployment insurance payments because his employer fails to pay or make sufficient payment of unemployment insurance premiums, the employer shall compensate the person for the full amount to which he would otherwise be entitled (Section 11). According to the Opinion, even a convicted person may be entitled to unemployment insurance payment while he is in certain circumstances such as under parole or on probation (Section 13).
