Applicability: For the purposes of the Circular, foreign-related copyright cooperation means provision by a foreign publisher or other institution of its copyrighted works by means of a contract to a duly approved domestic periodical without affecting the name, objective and publisher of the periodical (Item One).

Main contents: The Circular stresses that foreign-related copyright cooperation is not cooperation in the joint launch of a new periodical (Item One). The cover page of the periodical must not carry the name (in Chinese or any foreign language) of the foreign cooperator unless approved by the State Press and Publication Administration (Section Two). It can only carry words to the effect of "in copyright cooperation with [name of the foreign party]" on its cover page and the name of the foreign party must be in a font significantly smaller than the Chinese name of the periodical (Section Three). Unauthorized copyright cooperation with foreign publishers or other institutions shall be halted and continued non-compliance is subject to penalty (Section Five).
