Applicability: The Measures apply to government agencies, institutions and enterprises alike, and staff and workers include retirees and other insurance participants (Article 2).
Main contents: Pursuant to the Measures, each employer shall complete registration for basic medical insurance coverage with the municipal social insurance agency (Article 4). Unless retired, an insured individual shall pay a basic medical insurance premium of 2% of his/her premium base, normally his/her average monthly wage in the last year (Article 5). His/her employer shall make a basic medical insurance premium payment and a local supplemental medical insurance premium payment of 10% and 2% respectively of the aggregate premium base of its staff and workers (Article 6). Each insured individual has a personal medical account into which his/her premiums and part of his/her employer's premiums are deposited (Articles 10 and 11). The balance in the personal medical account will help the insured pay part of his/her medical costs, and the balance of the cost will be funded from a pooled basic medical insurance fund, a supplemental medical fund and the insured himself/herself, based on his/her years of employment and the nature of the cost (Articles 22 to 26). The insured shall need to present his/her medical insurance card when buying medicines or receiving medical treatment (Article 20).
