Applicability: For purposes of the Measures, a construction design firm means a partnership of locally well-known architects who have grade one registered professional qualifications or have senior professional titles, and which engages in general or specialized construction design (Article 2).
Main contents: Pursuant to the Measures, the establishment of a construction design firm is subject to a prescribed quota, the examination and preliminary approval of a provincial construction authority and the final approval of the State Council's construction authority (Articles 5 and 9). Construction design firms are classified into general design firms and specialized design firms (Article 4). Appendix One attached to the Measures sets forth the qualification standards for specialized design firms. Appendix Two lists the quota given to each province (or municipality directly under the central government or with an independent development plan) for each type of construction design firm.
