Applicability: The Regulations apply to supervision of construction projects within the provincial administrative region (Article 2). National regulations apply to foreign, Hong Kong, Macao and Taiwan supervisory work units engaging in supervision within the province, and to foreign, Hong Kong, Macao and Taiwan supervisory work units selected to supervise Sino-foreign equity joint venture and wholly foreign-funded construction projects and to supervise construction projects being built with foreign loans or donations (Article 42).

Main contents: Part Two of the Regulations deals with supervisory work units and their regulation. It states what criteria a supervisory work unit must fulfil, such as having the number of specialist engineers and minimum registered capital stipulated by the State. It states actions forbidden to supervisory work units, such as allowing another work unit or individual to supervise in their name. It gives the regulations governing qualification and registration of engineers. Part Three deals with the implementation of supervision. It states the type of projects for which a supervisory work unit must be appointed, such as those involving a total cost of over Rmb80 million and industrial, transport, water conservancy and urban public utilities infrastructure projects. It gives the regulations governing project supervision. Part Four states the penalties for violations of the Regulations.
