Effective: January 1 2001
Applicability: The Measures are applicable to the invitation and submission of bids for the right to set up and use outdoor advertisements in certain specified areas in the Beijing Municipality (Article 2).
Main contents: The Measures provide that the invitation and submission of bids in respect of outdoor advertisements falling within the scope of the Measures shall be open to legal persons from outside the Beijing Municipality (Article 4). The invitation for bids may be open or by invitation (Article 7). If by invitation, the invitation shall be made to at least three qualified advertisers (Article 9). Bid invitation documents are subject to the approval of the municipal works management committee (Article 10). Bidders must be advertisers qualified to engage in outdoor advertising business in Beijing (Article 12). A winning bidder may not transfer the advertising work, in whole or in part, to any third party (Article 27). The Measures of submitting, opening and reviewing bids are provided in Articles 13 to 26.
